The Amtrak Reform Councils Restructuring Plan

The Amtrak Reform Council is an independent federal commission established under the Amtrak Reform and Accountability Act of 1997. The council provides the full text of the February 7, 2002 document entitled "An Action Plan for the Restructuring and Rationalization of the National Intercity Rail Passenger System." The full text is available in PDF format. The plan calls for the restructuring of the National Rail Passenger Corporation into three entities and the introduction of competition in train operations. The council would like private companies to bid to operate some of the train routes run by Amtrak.
