William F. Smith, United States Army, retired, that the legend of the atlas of the Chickamauga and Chattanooga National Park Commission regarding the origin of the plan for recovering Lookout Valley, etc., is incorrect, together with a copy of the indorsement of the Secretary of War approving the find ing and conclusions of the board.
