The purpose of the overall Manual, is to establish explosives safety standards for the Department of Defense. These standards are designed to manage risks associated with DoD-titles ammunition and explosives (AE) by providing protection criteria to minimize serious injury, loss of life and damage to property. This volume provides general quantity-distance (QD) criteria for the accidental detonation of hazard division (HD) 1.1 through 1.6 and HD 7.1 items containing toxic chemical agents.
