Our goal is to set in motion a proc ess of continuing transformation in a culture that will keep the United States several steps ahead of potential adversaries. To do that, we need not only resources but equally we need the ability to use them with speed and agility, so that we can respond quickly to the new threats we will face as the century unfolds. I feel deeply about the urgency of seeing that we transform the Department and enable it to serve the American people and our friends and allies in a responsible way in the 2lst century.
