In the dead of winter, fear is spreading through GOTHAM like a flu virus. Hundreds of residents have gone mad with fright, and dozens more are affected each day. Fortunately, BATMAN and his teenage partner, BATGIRL, are on this medical case. And soon, the root of the problem is revealed.
