Excerpt from African Colonization: An Enquiry Into the Origin, Plan, and Prospects of the American Colonization Society; Being an Extract From an Article in the December Number of the American Quarterly Review, for 1828 It is doubtful whether Dr. Findlay, of N. Jersey, or Mr. Elias B. Caldwell, of Washington, be entitled to the honour of having first suggested the formation of a colonization soci ety. Both these gentlemen had given their attention to this matter; and, in Dec. 1816, they united their efforts to carry their plan into effect. On the lt of that month, a meeting of several gentlemen, called to consider the subject, was ad dressed by Mr. Clay, who, though his first impressions were against it, 'had been convinced of the advantages of the plan, and engaged warmly in the cause, of which he has ever cone tinued one of the steadiest and most zealous supporters. Se veral others joined in expressing their approbation of the scheme a committee was appointed to prepare a constitu tion; and soon afterwards, a society was formed, whose only object, as declared in the second article of the constitution, is to promote and execute a plan for colonizing, (with their own consent, ) the free people of colour residing in our coun try, in Africa, or such other place as Congress shall deem most expedient.' The original members of this society were principally gentlemen of the southern states; and Judge Washington, of the Supreme Court, was chosen president. The attention of the society was first directed to the choice of a proper site for the intended colony and.
