The United Arab Emirates (UAE) has become far more assertive in regional and international policymaking in the aftermath of the Arab Spring in 2011. Policymakers in Abu Dhabi have consolidated control over decision-making at the federal level and have prioritised a state security approach to foreign affairs. While there are differences in UAE and Saudi political objectives in Yemen, the two countries form the backbone of a new axis within the Gulf Cooperation Council (GCC).
