Losses, by property confiscated by adjudication, by planta 3 tions seized as abandoned and sold for taxes due the United States, for a nominal amount, and by the general and permanent deprec1a tion of real estate necessarily resulting from the abolition of slavery, and the measures of Congress which have eventuated in placing the taxing power of the Southern States into the hands of the non-prep erty - holders, are wholly beyond the reach of remedy by compensation, and no compensation is asked or expected therefor. Thus stands the situation as to the losses of the South, for which no compensation is asked, and for which none is, from the nature of things, required by law to be made.
