In the post-Cold War era anarchic conditions within sovereign states have repeatedly posed serious and intractable challenges to the international order. Nations have been called upon to conduct peace operations in response to dysfunctional or disintegrating states (such as Somalia, Haiti, and the former Yugoslavia).
