Monitoring Of Active Social Policies On Labor Market

Development of active policies on the labor market nowadays is highly impacted by the goals of achieving efficiency and effectiveness. Monitoring and evaluation of the implemented policies is the key moment because of the information they provide in decision-taking, planning and management as a whole. Current study makes analyses of indicators used in the monitoring of active policies on the labor market in Bulgaria embracing both funding from the state budget and from the EU funds through Human resources development Operational program co-financed by the European social fund of the European union. The objective is to outline the importance of social effectiveness along with the economic one considering the characteristics of social programming concept and its development in contemporary dynamic environment. On the basis of the available data on the realization of programs and measures from recent years being implemented as part of active policies on the labor market recommendations and conclusions are formulated directed towards the establishment of a comprehensive system of criteria and indicators concerning social programming and its product - the social program.
