This participation paper is an effort by the Inquiry to share with the public our first impressions of the issues we must examine, to raise questions we must pursue, and to invite those with a special interest in water, and all Canadians to participate in the Inquiry and offer their views. An important part of attacking water problems is to raise the consciousness of all Canadians about them.
