Cocaine is flooding the Phoenix area from Mexico. Law enforcement is being overwhelmed. The man behind the importation is Eddie "Loco" Santiago, a ruthless criminal, who was recently released from jail and runs a popular club in town. He uses the Indian reservations in Arizona to help move the cocaine through the state because local law enforcement has no jurisdiction on Indian land. He is being extorted by an attorney, Porter Waits, who helped get him a reduced sentence for prior offenses. Waits helps fund the current drug business but takes a huge cut of the proceeds. Waits is helped by two other attorneys in his firm, one of which Waits tries to kill by injecting him with cocaine. To make the distribution more efficient, Waits has a machine brought in that presses the cocaine into pills for easier distribution. Waits is disliked by the head of the law firm, who does not trust him. He asks his in-house PI, John Walker, to see what he can find out. Jasmine Santiago, the sister of Loco, is Walker's love interest. She works at the same firm and doesn't want her brother to go back to prison.
