Apple Valley Area Water Rates

"The audit compared the rates and factors affecting the rates of four water utilities: Apple Valley Ranchos Water Company (Apple Valley Ranchos), Golden State Water Company (Golden State), Hesperia Water District (Hesperia), and the Victorville Water District (Victorville). Two of the utilities--Apple Valley Ranchos and Golden State--are privately owned water utilities (private utilities) and two--Hesperia and Victorville--are publicly owned water utilities (public utilities) that their local governments run"--[Page iii].
