This appendix has categorized comments by subject (a listing of the subjects can be found in the Table of Contents). Some comments did not fit neatly into one specific subject category, especially if the comment addressed several issues. In those cases, comments were generally categorized under what was considered the major point of the comment. Regardless of how they were categorized, each comment was given equal attention in generating a response. Not all comments warranted an individual response; therefore, your comment may be grouped with others of a similar nature addressed by one response.
