It is a privilege to be here today to talk to you a bit about the budget that the Administration has recommended to the Congress for fiscal year 1995 for the Depart ment of Agriculture. What we have done is issue a little book that we call the Budget Summary Book, which seems to get longer and longer each year. The Budget Summary Book has been distributed, and in it is some narrative and details about the things that are proposed in the President's budget.
