Advanced Transportation Systems Program Plan

This document is an update to the Advanced Transportation Systems (ATS) Program which was published in 1995. The update information is presented in six main sections. 1) "Background": a discussion of the history of ITS/ ATS and its evolution into a national program; 2) "Overview": focuses on the California Program; 3) "Vision": presents the Program vision, and how the ATS Program complements California's policies; 4) "Path to Deployment": presents program elements within the framework of the National Systems Architecture, highlights project work, and presents future scenarios; 5) "Benefits and Costs"; 6) "Conclusion": provides an overview of strategies, roles, and priorities in deployment, and deployment scenarios.
