In 1961 the Department of Defense adopted a single system to identify the relative importance of demands or requisitions for materiel resources. The DOD's priority system, the Uniform Materiel Movement and Issue Priority System (UMMIPS) provides a standard DOD priority policy for prioritization of materiel requisitions and resource transportation. Various reports since 1968 by the Defense Logistics Agency, the individual military services, and contracted research activities have focused on UMMIPS in terms of individual logistics functions, e.g., transportation, procurement, and inventory management. This thesis, however, develops a System Dynamics model of the application of UMMIPS policies and procedures within the logistics process from a DOD perspective. The configuration of the model is based on information concerning the interactions and relationships that occur within the logistics process. The model is a theoretical quantification of the systemic complexity of the logistics process and considers major problem areas related to the application of UMMIPS policies and procedures. Conclusions and recommendations are drawn from the model. (Author).
